Robert Volden fell from about 30 feet from atop Brown's Book Store at the corner of Lake and State streets on Halloween.
About 40,000 people came to the party on State Street this year.
As paramedics tried to revive Volden, Joseph Fruth took the keys from the ambulance, and another had to be sent.
Volden died three days later from head injuries, although authorities don't believe the delay contribbuted to his death.
