Beaten to Death at Park, 911 Does Not Dispatch Police

A neighbor called 911 twice to report a loud fight at Lake Edge Park. Police were not dispatched and Mark Johnson was killed.

Michael Voltz was jealous of the Johnson's relationship with his ex-girlfriend, Debra Tepp, who was also at the park during the incident. He beat & kicked Johnson then left him to die. Afterwards he, Tepp, and another friend Voltz had called, Kevin Harrolle, went to a tavern and had a beer. Harrolle eventually went back to the park at about 11 p.m. and found Johnson unresponsive. He had suffered severe facial injuries, about 15 rib fractures and tracheal bruises, according to an autopsy, that concluded Johnson died from facial and skull injuries.

Dane County officials acknowledged that the center mishandled the calls

Voltz pleaded guilty to second-degree reckless homicide and was sentenced to nine years in prison and 10 years extended supervision.
